The Arizona House of Representatives' Ad Hoc Committee on Executive Budget Mismanagement, led by State Representative Matt Gress, held its first hearing today. The committee reviewed findings concerning the Hobbs administration's handling of the state's Developmental Disabilities (DD) program, which faces a $122 million shortfall.
Governor Katie Hobbs directed her agency directors not to attend the hearing just 15 minutes before it began. Democrats on the committee also chose not to participate. Agencies responsible for managing the DD program were expected to address questions about rising costs and potential service disruptions.
Chairman Matt Gress criticized Governor Hobbs, stating, "The Governor pulled her directors because she can’t defend the damage she’s done." He emphasized that legislative oversight is a constitutional duty and accused the Governor of hiding behind a press release.
Despite the absence of participation from the Hobbs administration, the committee examined budget data and heard testimony from experts, including former Idaho House Majority Leader Megan Blanksma. The committee adopted findings holding the Hobbs administration accountable for expanding its Developmental Disability program without legislative approval and creating unfunded liabilities.
Gress addressed the House floor, expressing disappointment with Governor Hobbs' actions and emphasizing the importance of stability for families relying on Arizona’s Developmental Disabilities Program. He stressed that reforms are necessary to protect these families and ensure accountability.
House Republicans continue efforts to address budget mismanagement and stabilize services for vulnerable Arizonans while protecting taxpayers from further fallout due to administrative failures.
