The Arizona House Government Committee has approved HB2216, a bill introduced by State Representative Walt Blackman. The legislation aims to create the Positive Alternatives for Pregnancy and Parenting Grant Program within the Arizona Department of Health Services. This initiative seeks to provide support for women and families dealing with unplanned pregnancies by funding nonprofit organizations that offer medical care, parenting education, adoption assistance, and essential resources such as clothing, car seats, and housing support.

"HB 2216 helps make sure women and families have the resources they need to choose life and build a strong future," said Representative Blackman. "Too often, women facing unplanned pregnancies feel like they have nowhere to turn. This program sees they have access to real help—prenatal care, parenting classes, material support, and housing assistance—without pressure or political agendas. We’re putting Arizona families first by funding organizations that empower mothers and protect the most vulnerable among us."

The bill includes accountability measures that require annual audits and reports to ensure responsible use of grant funds. It also prohibits the use of funds for political or religious purposes while ensuring all participating organizations protect client privacy in compliance with state and federal laws.

This bill is part of the House Republican Majority Plan to strengthen family support networks and increase opportunities for Arizona families. House Republicans have committed to promoting public safety, economic growth, and individual liberties.

HB2216 will now proceed to the Rules Committee before being considered by the full House. Representative Walt Blackman serves Legislative District 7 as a Republican member of the Arizona House of Representatives and is Chairman of the House Government Committee.
