Today, the Arizona Free Enterprise Club submitted a criminal complaint to Attorney General Kris Mayes and Maricopa County Attorney Rachel Mitchell. The complaint concerns nearly 40,000 duplicate signatures found during the petition review for Proposition 140. This proposition aimed to introduce a California-style election system with ranked choice voting and jungle primaries but was defeated by voters in the November General Election.

The club's investigation revealed that among the duplicates, 253 individuals signed petitions five or more times, with one person signing 15 times. Scot Mussi, president of the Arizona Free Enterprise Club, said, "Double or even triple-signing the same initiative petition over the span of several months may well evince merely carelessness or forgetfulness. Signing one’s name five, ten, or even fifteen times, however, is not susceptible to that excuse." He added that there is "ample reason to believe" these actions violated Arizona law and called for an investigation and potential criminal charges.
