State Rep. Gress: House GOP Majority Plan 'represents what works for Arizona students'

Arizona State Rep. Matt Gress (R-Phoenix) said the 2025 House Majority Plan released earlier this week represents "what works for Arizona students."

"The House Majority Plan represents what works for Arizona students: great teachers at the front of every classroom, families in the driver's seat of their child's education, and ensuring that dollars benefit students--not bureaucracy," Gress, a former public school teacher, told PHX Reporter.

Newly-elected House Speaker Steve Montenegro (R-Goodyear) said the Majority Plan will serve as his caucus' guide in the current legislative session.

“Our Majority Plan focuses on preserving the American Dream, promoting public safety, and protecting individual rights and freedoms,” AZ House Speaker Steve Montenegro (R-Goodyear) told Grand Canyon Times. “House Republicans are addressing the priorities that matter most to Arizonans: cutting taxes, making housing more affordable, securing the southern border, and empowering parents to shape their children’s education.” 

“With this plan as our guide, Republicans are committed to delivering real results that strengthen families, build safer communities, and ensure Arizona remains a land of opportunity and prosperity for generations to come,” said Montenegro.

The Majority Plan includes expanding resources for law enforcement and addressing challenges posed by cartels operating near the southern border.

The plan also includes measures to lower taxes and reduce government regulations. 

Education reforms in the plan include expanding school choice and ensuring accountability in public schools. The plan says the GOP will empower parents to have more influence over their children’s education.

The plan also includes proposals to address homelessness and public safety.

In the 2024 elections, Republicans increased their majority in the Arizona House, holding 31 seats to the Democrats 29. Montenegro was sworn in as the new Speaker on Jan. 13, succeeding outgoing Speaker Ben Toma (R-Glendale). 

Gress was first elected in 2022 to represent Arizona's Legislative District 4. He is a former public school teacher and budget expert with a background in local government and public finance. Gress has served as a school board member and the state's budget chief, focusing on education funding, border security, public safety, and reducing living costs.
