Maricopa County has initiated the process to update its Comprehensive Plan, a key document guiding decisions on growth, development, and preservation through 2040. The updated plan, known as Framework 2040 - Comprehensive Plan, aims to enhance the success, safety, and welfare of Maricopa County by providing a foundation for developing both natural and built environments while maintaining quality of life for residents in unincorporated areas.

The plan will address various topics such as land use, transportation systems, parks and open spaces, water resources, energy, economic growth, environmental planning, and development costs. It is intended to reflect the values and priorities of county residents and serve as a decision-making roadmap for the coming decade.

Since adopting the current Comprehensive Plan in 2016, changes in growth patterns, industry evolution, and Arizona law have necessitated an update to align with long-term community values. The Maricopa County Board of Supervisors emphasizes transparency and inclusivity in this process.

Board of Supervisors Chairman Sellers stated: “The Comprehensive Plan is our blueprint for the future. It guides our decisions on land use, transportation, housing, open space, and more. A policy decision this important deserves full participation from all corners of our County. We look forward to a comprehensive citizen-involved process.”

Residents, landowners, business owners, and other stakeholders are encouraged to participate in public input sessions that will gather feedback shaping the plan's content and direction. Participation options include both in-person and virtual events.
