Maricopa County Invests in Avondale Affordable Housing Initiative

In a unanimous vote on March 27, the Maricopa County Board of Supervisors approved an agreement to provide an additional $796,326 to enhance homeownership opportunities in Avondale using a Community Land Trust (CLT), bringing the total investment in the Avondale project to more than $3 million.

“As living expenses increase and households are forced to juggle more financial responsibilities, I have seen some families lose hope that they’ll ever be able to become homeowners,” said Supervisor Clint Hickman of District 4. “I am proud of this Board’s commitment to investing in affordable housing projects that can keep families’ hopes alive and break down the barriers that aspiring homeowners in the West Valley face.”

“Homeownership is a powerful step towards building multi-generational wealth, especially for lower-income families,” said Supervisor Steve Gallardo of District 5. “I couldn’t be happier for the Avondale families in my district that will benefit from this initiative and use this support as a launch pad for long-term stability and success.”

The initiative will see the construction of six single-family homes, designed with sustainability and energy efficiency in mind to keep operating costs manageable. Three homes will be available for homebuyers earning at or below 80 percent of the Area Median Income, while the remaining three will be sold to households earning up to 120 percent of the AMI.

The Community Land Trust approach ensures the affordability of these homes and increases the supply of affordable housing and homeownership opportunities for generations. The homes will be held under a 99-year renewable ground lease, ensuring they remain owner-occupied and are sold only to income-qualified homebuyers.

The additional funding, sourced from the U.S. Department of Housing and Urban Development’s HOME Partnerships Program Community Housing Development Organization (CHDO) dollars, brings the total investment to $3.1 million.
