The Arizona House of Representatives has passed SB1543, a bill aimed at enhancing the state's competitive edge for attracting high-wage jobs and corporate investment. The legislation, amended by a strike-everything amendment led by State Representative Tony Rivero, mandates that certain municipalities permit multifamily housing and hotel use within light industrial zones under specific conditions linked to major international headquarters campuses. These projects must generate at least 2,000 full-time jobs with wages significantly above the county median.
"This bill sends a clear message that Arizona means business," said Representative Rivero. "If a company is willing to bring thousands of high-paying jobs, invest in local infrastructure, and help solve the housing shortage for its workforce, we’re not going to let red tape or political games block that progress."
The measure has garnered support from organizations such as the Arizona Chamber of Commerce and Greater Phoenix Leadership. They emphasize that access to housing is a critical factor for companies considering expansion or relocation in Arizona. SB1543 aims to address this concern by permitting limited residential and hotel development on corporate campuses without undermining existing zoning regulations or single-family neighborhoods.
"Every time a global company chooses Arizona, we all benefit—schools, cities, small businesses, and families alike," added Representative Rivero. "This bill keeps Arizona in the game. Every day we’re competing with Texas, Florida, Tennessee, and others."
The bill will now return to the Senate for a final vote.
