The U.S. Environmental Protection Agency (EPA) announced a reversal of the Biden administration's guidance on Clean Air Act Section 179B demonstrations for nonattainment areas affected by international emissions. This decision impacts Arizona, which was previously held accountable for emissions in Maricopa County originating from outside the state, mainly from China and Mexico.

Scot Mussi, President of the Arizona Free Enterprise Club, commented on the development: "This announcement from the EPA is welcome news to our state, which had been oppressed by the environmental policies of the previous administration." He added that Arizona was forced to consider radical measures like banning gasoline-powered vehicles due to these regulations.

The Arizona Free Enterprise Club is leading efforts to pass HCM 2010. This measure urges similar actions as taken by EPA Administrator Lee Zeldin, allowing Arizona to update its State Implementation Plan without previously considered control measures.
