Buckeye takes over management of Joe Foss Shooting Complex under new agreement

Maricopa County and the City of Buckeye have reached an agreement to reopen the Joe Foss Shooting Complex at Buckeye Hills Regional Park. The Board of Supervisors unanimously approved an Intergovernmental Agreement, granting Buckeye exclusive rights to manage the range, which has been closed since early July due to the expiration of a previous Special Use Agreement.

Supervisor Steve Gallardo, representing District 5 where the range is located, stated, “We heard loud and clear: people want this range back open to the public as soon as possible. But look, we had to do it right.” He emphasized that partnering with Buckeye provides a long-term agreement with a community partner invested in the complex's success.

Under this new agreement, Buckeye will manage the facility for both law enforcement training and public use. The city will also handle maintenance, repairs, and any necessary capital improvements to meet safety requirements. The agreement mandates that the range be open to the public at least three days a week.

Supervisor Clint Hickman from District 4 expressed appreciation for Buckeye's involvement: “I appreciate the City of Buckeye’s willingness to step up and manage this valuable public asset within the city’s planning area and the county’s park system.” He noted that Maricopa County Parks and Recreation has made needed repairs over recent months.

The Buckeye City Council recently approved a 20-year management use agreement with Maricopa County Parks and Recreation. Mayor Eric Orsborn highlighted its benefits: “The Joe Foss Shooting Range adds another exceptional recreational amenity for our residents while supporting the outdoor adventure goals outlined in our Parks and Recreation Master Plan.”

Maricopa County Parks has collaborated with an independent firm on remediation work since the complex's closure. This work is expected to conclude by year-end. The City of Buckeye will determine when and how to open the range for residents, who can find updates at buckeyeaz.gov/joefoss.

The Joe Foss Shooting Range opened in 2009 on BLM land near State Route 85. It must be operated by either a government entity or non-profit organization due to its location within BLM jurisdiction.
