In 2024, Phoenix Medicaid providers billed $835,381 for Vision Services, according to the U.S. Department of Health and Human Services Medicaid Provider Spending database. This figure represented a 3.1% rise from 2023, when providers filed $810,281 in claims for similar care.

Medicaid is a health insurance program managed by the states and jointly funded by the federal and state governments. It provides coverage for low-income people and families, seniors, children, and individuals with disabilities, making Medicaid a significant part of the U.S. health care landscape.

Because Medicaid payments rely on taxpayer funding, shifts in local billing trends help illustrate how public health care funds are distributed in a given region.

The “Vision Services” grouping represents a set of Medicaid-billed services, categorized using HCPCS and CPT code classifications. Billing codes were grouped by consistent prefixes and numeric ranges for this reporting, allowing examination of related services together, avoiding duplication and ensuring rankings stayed accurate year over year.

While spending increased across various Medicaid service categories, Vision Services held the 22nd spot by Medicaid payments in Phoenix for 2024.

For Arizona overall, Vision Services ranked 18th in terms of total Medicaid payments for 2024.

From 2019 through 2024, Medicaid payments linked to Vision Services rose $513,377 in Phoenix, a climb of 159.4%. Increases were particularly strong in 2022 and 2021.

While payments for Vision Services occurred throughout Phoenix, spending was heavily focused within a small number of ZIP codes. In 2024, the highest Medicaid Vision Services payments came from ZIP codes 85008, totaling $437,702; 85016, at $374,028; and 85006, with $23,650. These 3 ZIP codes made up 100% of Vision Services Medicaid disbursements in Phoenix for the year.

Within Vision Services, most Medicaid spending centered on a small set of distinct billing codes.

Medicaid payments in Phoenix tied to Vision Services climbed 3.1% between 2024 and 2023. In contrast, all Medicaid categories combined increased by 29.1% during the same span.

According to the Centers for Medicare & Medicaid Services, total federal and state Medicaid spending reached about $871.7 billion in fiscal 2023, which accounted for nearly 18% of all U.S. health expenditures—significantly up from roughly $613.5 billion in 2019, before COVID-19.

This jump reflects an approximate 40% growth over several years, spurred mainly by expanded enrollment and increased service use during and after the pandemic.

Recent federal budget efforts under the Trump administration have proposed significant cuts and changes to federal Medicaid funding. The “One Big Beautiful Bill Act,” enacted in 2025, is expected to trim more than $1 trillion in federal Medicaid spending over 10 years, introducing efforts such as work mandates and more beneficiary cost-sharing. These adjustments are likely to transfer additional expenses to states and restrict federal Medicaid growth, though the program continues supporting tens of millions of Americans.
