U.S. Immigration and Customs Enforcement arrested Brenda Liliana Rivera-Estrada, a Mexican citizen, after she was released on bond from Maricopa County custody, following an immigration detainer.
The case involves an April 12 rollover crash in Arizona that resulted in the death of Rivera-Estrada’s nine-year-old daughter and injuries to three other children, according to an ICE press release. The agency said Rivera-Estrada was arrested through its Criminal Alien Program, which identifies removable noncitizens who are incarcerated in federal, state, and local facilities after officers lodged an immigration detainer following her booking into local custody.
ICE’s 2024 Annual Report shows the agency’s Enforcement and Removal Operations arrested 113,431 noncitizens nationwide. Of those arrests, 81,312 involved individuals with criminal convictions or pending charges at the time of arrest.
The agency was established in 2003 as part of the Department of Homeland Security. Its Enforcement and Removal Operations directorate arrests and removes noncitizens subject to federal immigration law, according to its website.
