State Representative Matt Gress on civic engagement: ‘Citizenship is not a skill to be learned, but a muscle to be exercised’

The Arizona House of Representatives held a session on Jan. 31 to honor the late conservative activist Charlie Kirk, with an opening prayer delivered by his widow and the reading of a proclamation recognizing his work in promoting civic engagement.

The tribute comes at a time when youth political participation in Arizona is shifting. Youth vote choice in Arizona moved toward Republicans in 2024, with Harris winning young voters by a single-digit margin compared to Biden’s double-digit support in 2020, according to Tufts University’s CIRCLE. Voter registration among 18-29 year olds narrowed the Democratic advantage from 14 to 3 points, as reported by TargetSmart.

Gress posted on X about the event at the Arizona State Capitol where the House welcomed Erika Kirk to deliver the opening prayer. Representatives read a proclamation sponsored by Gress and Teresa Martinez that highlighted Kirk’s efforts in civic education. They also presented a framed Arizona flag flown over the Capitol in his honor, according to Gress.

Turning Point USA has emerged as a major influence in Arizona Republican politics, reshaping local elections and boosting conservative voter mobilization. Founded by Kirk in Phoenix, the organization’s field programs and campus presence have strengthened GOP organizational prowess in the state, contributing to gains in voter registration among younger demographics, as reported by Politico.

National civics proficiency remains low, with the National Assessment of Educational Progress showing that in 2022 only 22 percent of eighth-grade students achieved proficient levels, while a third fell below basic understanding of government structures. These statistics from the U.S. Department of Education underscore ongoing challenges in fostering informed citizenship across the country, according to federal data.
