Matt Gress, a House Representative from Arizona, has emphasized the need for school boards to exercise stronger oversight of district finances and prioritize the respectful use of taxpayer funds over discretionary projects. This statement was made on X.
“I’m glad school board members are finally getting the truth about their responsibility to be more actively involved in the oversight of their school districts, especially when it comes to school finance,” said Matthew Owen Gress, State Representative from Arizona. “Taxpayers need to be treated with much more respect than being seen as “money trees” for wasteful spending like domed stadiums and luxury out-of-state trips.”
Arizona lawmakers are currently considering tighter district oversight, facilities planning, and consolidation as they face challenges with falling enrollment and aging buildings. A 2025 sunset review of the School Facilities Oversight Board highlighted unresolved issues with verifying enrollment projections for new construction. Districts like Kyrene are contemplating multiple school closures to adjust capacity accordingly. A recent court ruling also examined the adequacy of facilities funding, according to K-12 Dive.
The state’s K–12 operating spending reached $13.1 billion in FY2024, bolstered by a one-time $300 million state supplement. However, the instructional share fell to 52.6%, marking its lowest point since FY2001. Average teacher pay increased to $65,113, up 34.6% since FY2017, despite declining enrollment and persistent efficiency gaps in plant operations. These findings frame ongoing debates on capital needs and oversight, as reported by the Arizona Auditor General.
Arizona’s enrollment has decreased since 2019 while data from the National Center for Education Statistics (NCES) shows that neighboring states Nevada and New Mexico have also experienced declines since 2017–2022; projections suggest continued softness in the West. Additionally, underused buildings and higher bus miles per rider have been documented in Arizona, indicating facility and transportation inefficiencies that support consolidation discussions.
Gress is a Republican representing Arizona House District 4 and serves as House Education Committee chair and Appropriations vice chair in the 57th Legislature, with roles in audit and capital review. He previously directed the Governor’s Office of Strategic Planning & Budgeting under Governor Doug Ducey.
