In 2024, Medicaid providers in Scottsdale billed $83,484,153 for services within the Temporary National Codes (Non-Medicare) category, U.S. Department of Health and Human Services Medicaid Provider Spending data shows. This total represented an 11.7% rise compared to 2023, when providers submitted $74,770,660 in claims for these services.

Medicaid is a statewide public health insurance program funded in partnership by federal and state governments. It provides coverage for low-income individuals and families, seniors, children, and people with disabilities, constituting one of the most significant components of the U.S. health care landscape.

Because Medicaid draws from taxpayer contributions, shifts in local billing reflect how communities allocate public health resources.

The “Temporary National Codes (Non-Medicare)” group includes various Medicaid-billed services defined by the specific care type, organized by standard HCPCS and CPT code groupings. For this analysis, billing codes were matched to service categories using code prefixes and numerics, which allowed related services to be grouped for accuracy, avoided overlaps, and ensured reliable rankings across years.

Although Medicaid spending grew across several service groups, Temporary National Codes (Non-Medicare) was the highest-ranking category by total Medicaid payment in Scottsdale in 2024.

At the state level in Arizona, Temporary National Codes (Non-Medicare) was the second largest Medicaid payment category for 2024.

Examining the five years before 2024, Medicaid payments attributed to Temporary National Codes (Non-Medicare) in Scottsdale grew by $27,754,334, or 49.8%. This increase accelerated at times, with significant annual jumps observed in both 2022 and 2020.

Most Medicaid funds paid for Temporary National Codes (Non-Medicare) services were concentrated in a few ZIP codes throughout Scottsdale. During 2024, the highest payment totals came from ZIP code 85254 at $31,549,740, 85253 at $13,443,349, and 85258 at $12,963,849. Combined, these leading 3 ZIP codes represented 69.4% of related Medicaid payments citywide in 2024.

Within the overall Temporary National Codes (Non-Medicare) group, a minority of individual billing codes accounted for most Medicaid payments.

To compare, the rise in payments for Temporary National Codes (Non-Medicare) in Scottsdale from 2023 to 2024, at 11.7%, exceeded the 9.7% growth across all Medicaid claim categories in the area during the same period.

Centers for Medicare & Medicaid Services data show that total state and federal Medicaid expenditures were about $871.7 billion for fiscal year 2023—roughly 18% of national health costs—marking a substantial increase from $613.5 billion in 2019, prior to the COVID-19 pandemic.

This marks a roughly 40% uptick over several years, primarily driven by a rise in enrollment and greater service utilization during and after the pandemic era.

Recent federal budget legislation from the Trump administration has presented significant efforts to curb federal Medicaid financing and redesign the program. For example, the “One Big Beautiful Bill Act,” which was signed into law in 2025, is slated to reduce federal Medicaid expenditures by over $1 trillion in the coming decade and introduces policy shifts—among them work mandates and increased cost-sharing—that could lower funding or coverage for some recipients. These developments are expected to shift expenses more toward states while slowing federal Medicaid expansion, as the program still serves tens of millions nationwide.
