Maricopa County, alongside the Tempe Community Action Agency (TCAA), the City of Tempe, and other partners, marked the groundbreaking of the East Valley Housing, Health, and Human Services Center. This new facility aims to expand community services and support for unhoused and underserved residents in Tempe.
Thomas Galvin, Chairman of the Board of Supervisors for District 2, stated: “Breaking ground on this new facility in Tempe is more than just adding shelter beds. It’s about creating a hub where people can find stability, support, and a meaningful path forward. This investment helps people get back on their feet by providing a roof over their heads along with the resources and guidance they need to rebuild their lives.”
The project received $6 million from federal American Rescue Plan Act funds approved by the Board of Supervisors in December 2021. These funds will support 80 new shelter beds for emergency and bridge housing at TCAA’s new permanent location near Loop 101 Freeway and Apache Blvd. The facility will serve over 40,000 clients annually—a 15% increase—and include a market-style pantry, kitchen, and Resource Navigation and Economic Empowerment Hub.
Scheduled to open by May 2026, coinciding with TCAA’s 60th anniversary, the center will address homelessness in Tempe. The 2024 Point in Time Count recorded 266 homeless residents in the city. Maricopa County collaborates with organizations to provide outreach and services aimed at transitioning individuals experiencing homelessness into stable housing.
