FOIA Request to Arizona Community Colleges Regarding Financial Aid Fraud on May 7, 2025.

As part of our ongoing commitment to uncovering and reporting on local governmental affairs, we at PHX Reporter have submitted a Freedom of Information Act (FOIA) request to the Arizona Community Colleges. This request seeks detailed records concerning incidents of financial aid fraud within their institutions. Specifically, we are interested in understanding how these colleges track such fraudulent activities.

Our inquiry is driven by recent reports highlighting significant financial aid fraud issues faced by community colleges in California. According to an article from CalMatters, California community colleges have been grappling with escalating fraud cases where bots constitute 25% of applicants. These scammers, often referred to as “Pell runners,” exploit artificial intelligence to secure grants and then disappear, resulting in a loss exceeding $5 million since 2021. Despite efforts to enhance detection measures, these fraudulent activities continue to overwhelm online classes and challenge existing cybersecurity protocols.

In our request, we have asked for specific data points including the college name, applicant name, fraud amount, and the date of each fraud incident. As members of the media dedicated to transparency and accountability in public institutions, access to this information is crucial for us to fulfill our professional responsibilities. We believe that by shedding light on these issues, we can help hold educational institutions accountable and provide valuable insights into the effectiveness of their current fraud prevention measures.

Additionally, as part of The Coalition Opposing Governmental Secrecy—a non-profit organization that assists media companies and advocacy groups in investigating state and federal agencies—we leverage Freedom of Information and Sunshine Laws to ensure government actions are transparent to the American public.
