Legislation aimed at supporting Arizona mothers with postpartum depression has been signed into law. The new law, HB2332, sponsored by House Majority Whip Julie Willoughby, mandates the Arizona Department of Health Services to provide educational materials on maternal mental health for healthcare professionals and patients. These materials must be accessible throughout pregnancy and the postpartum period.
The legislation also establishes an Advisory Committee to enhance access to OB-GYN and maternal mental health services in rural areas where care is limited. Representative Willoughby said, “We are standing up for Arizona moms and making sure they’re not left to struggle in silence.” She expressed pride in leading legislation that offers “real help—clear information, real resources, and the support women need during and after pregnancy.”
As a practicing nurse and mother, Willoughby has consistently advocated for policies prioritizing patient care and family well-being. The committee will include various healthcare professionals and representatives from rural hospitals, tribal health facilities, insurers, and emergency providers. It aims to identify barriers to care and issue recommendations by December 31, 2026.
HB2332 received broad bipartisan support in both chambers. It aligns with the House Republican Majority Plan’s focus on making Arizona a place where families can thrive. Julie Willoughby represents Legislative District 13 in Chandler, Gilbert, and Sun Lakes as a Republican member of the Arizona House of Representatives.
