Arizona enacts ‘Preston’s Law’ targeting group assaults

Maricopa County Attorney Rachel Mitchell announced that “Preston’s Law” has been signed into law by the governor of Arizona. The legislation, formally known as House Bill 2611, was developed in collaboration with State Representative Matt Gress and the parents of Preston Lord. This law introduces a new category of assault called “swarming,” defined as an attack by three or more individuals resulting in physical injury to a victim.

“Preston’s Law” is named after 16-year-old Preston Lord, who died following an assault by a group of teenagers in October 2023. The law classifies swarming as a Class Four Felony, allowing for stricter penalties and ensuring such attacks are not treated merely as misdemeanors. It remains a probation-eligible offense.

The case gained public attention through reports about the ‘Gilbert Goons,’ a group predominantly composed of teenagers involved in assaults at various locations like parking lots and parks, often sharing videos of these incidents online.

Rachel Mitchell stated that the new law addresses these beatings with appropriate seriousness: “Preston’s tragic death placed sharp focus on the need for the law to catch up with this awful trend.” She expressed gratitude towards those who supported the legislative change and to the governor for approving it.

Representative Matt Gress remarked on the significance of the legislation: “Preston’s Law ensures that those who commit violent acts as a group will face real consequences.” He acknowledged County Attorney Mitchell’s leadership and praised Preston Lord’s family for their efforts in turning grief into actionable reform.

The law is set to become effective 90 days after this year’s legislative session concludes.
